Returning to your home or business. Your home or business may have either a Green, Yellow or Red placard attached to them.

In some of the suburbs black and white sheets have been left. These are equivalent to either a Green or Yellow Placard.

The yellow placard is a ‘snapshot’ of the condition of the building and do not indicate compliance with the building code or whether the building can sustain another event of similar or greater intensity.

What does a yellow placard mean?

If you are a residential building owner and your building has a yellow placard it means:

  • Buildings are considered either suitable for restricted access until issues are resolved or use may be possible in those parts of the building that have not been damaged.
  • We advise you to contact EQC for advice.
  • EQC should advise you to engage a Chartered Professional Structural Engineer or a Registered Builder.
  • You should not enter your building without them.
  • Entry only for short periods of time supervised by your/or another engineer or registered builder.

If you are a commercial building owner and your building has a yellow placard it means:

  • Buildings are considered either suitable for restricted access until issues are resolved or use may be possible in those parts of the building that have not been damaged.
  • We advise you to engage a Chartered Professional Structural Engineer.
  • You should not enter your building without them.
  • Entry only for short periods of time supervised by your/or another engineer or registered builder.

Entering a building with a yellow placard

  • When you enter your residence or building turn the power off at the main switch. The main switch will isolate the entire electrical installation and should be used where extensive damage or exposed wiring is present. However, the main switch should never be relied upon for complete safety – always treat exposed wires with care. Remember that turning off at the main switch does not mean that the wires feeding power to the house will be safe.
  • Unplug any damaged appliances.
  • Take extra care wherever water is present.
  • After you have checked that your home or business is free of hazards, you can turn you power back on at the main.
  • Given the likelihood of damaged wiring, please take extra care when using electricity and turn on one appliance at a time.
  • If you do not have power supply please contact Orion.
  • If you lose your supply of power, turn off any appliances that might be a danger when the power is restored.
  • Where only part of a house is damaged, turning off the particular circuit breakers (or removing the fuses) supplying any circuits that are known to be damaged, will ensure that some supply remains available. Seek advice from suitably qualified persons such as electricians or inspectors as soon as you can.
  • If circuit breakers trip or fuses blow, this is a warning that something is wrong and qualified advice should be obtained and the circuit left off.
  • If you receive any “tingles” when touching electrical appliances or water taps, turn off the main switch immediately and seek assistance from a certified electrician or an electrical inspector.
  • Remember to be watchful of children near electrical equipment.

Conserving Power

  • There is an increased pressure on the electricity grid.
  • To conserve power:
    • Turn off unnecessary appliances such as heated towel rails
    • Keep lights .etc. to a minimum
    • Use appliances sparingly

It is important to keep using your fridge and freezer.

Water

  • If you notice water leaking within your property then you will need to arrange a plumbing repair, or turn off your water using the valve outside your property.
  • Boil or treat all water from taps and tankers before drinking, brushing teeth, or using in food preparation.
  • Bringing water to the boil is sufficient to kill bugs. If you cannot boil water, treat it by adding 1 teaspoon of household bleach per 10 litres of water and leave for 30 minutes.

Wastewater (Sewer)

  • It is not known if your wastewater system is operational at this time.
  • To test your sewer system you can flush a toilet or run a tap. This should run freely through your drain. If it does not then a drain-layer may be required.
  • A drain is usually a slotted grate that your waste pipes enter into outside your property.

Waste Management

  • Take care when disposing of human waste.
  • Bury liquids (vomit, urine .etc) in your garden and wrap solids (faeces, poo) well in paper or plastic and put it in your red bin for collection. Wash your hands immediately after dealing with any human waste.

Gas Consumers

  • If your house has been damaged and you need to leave, turn the gas off at the meter or, if you have cylinder gas, at the cylinder.
  • Never use your appliances if the cylinder supplying gas to them has toppled or is in horizontal position. Restore the cylinder to an upright position and secure it in place.
  • The gas reticulation system in Christchurch City was turned off for your safety. Gas supply companies have started retesting and re-commissioning the gas reticulation system. Ensure they have accessed and checked your gas installation and have turned on or authorised you to turn on your gas installation before attempting to start using gas.
  • To avoid the dangers of carbon monoxide poisoning, outdoor appliances such as patio heaters, camping cookers and barbecues should not be used indoors. Cooking appliances should not be used for heating for the same reason.
  • Your gas piping may have been damaged due to the earthquake. Get it tested by a licensed gas worker if you smell gas around the house.
  • If you note abnormal flame or smell of gas turn the gas off at the meter or cylinder and call your gas supplier.
  • If you smell gas anywhere outside your house contact emergency services and your local gas supplier.
